Procedures
EC external aid is given by means of either contracts to provide services, supplies or works to beneficiary countries or grants (generally for projects proposed by non-profit making organisations). This aid is usually provided under one of the EC external aid programmes and instruments such as the “ALA” Regulation establishing the legal framework for the Community Co-operation for Asian and Latin American countries, or under specific budget headings. Contracts to provide services, supplies or works Service, supplies and works contracts are awarded after a tendering process on the basis of projects identified by the EU in conjunction with beneficiary countries. Grants Grants are awarded for projects proposed to the EU by (in general, non-profit-making) external organisations. Most projects are selected for grants on the basis of calls for proposals. In particular, the website provides for manuals of instructions, templates of various documents linked to the tender or proposal process, besides standard models of contracts (special and general conditions).
